GCC 1.0 was cost. GCC 2.0 was capability, and the work climbed the value chain without the mandate quite following it. GCC 3.0 is the version where the center originates rather than executes: owning products, setting direction, and putting enterprise innovation on the agenda at headquarters.

AI is what makes that argument winnable, and what makes it urgent. Budgets are rising while headcount is not, and the decisions about where AI runs are still largely made elsewhere.
